On August 4, the State Council’s Joint Prevention and Control Mechanism held a press conference. At the event, Bian Zuodong, Deputy Director of the Market Supervision Department of the State Post Bureau, stated that in the first half of the year, the COVID‑19 vaccination rate across China’s express delivery industry exceeded 90%.
Bian Zuodong pointed out that, to date, there have been no reported cases of infection among delivery personnel or customers resulting from contact with parcels, and the risk of transmission via such contact does not appear to have increased. Nevertheless, the public is advised to strengthen personal protective measures: when receiving packages, wear a mask and gloves whenever possible, wash hands promptly after removing the contents, and take appropriate precautions.
Bian Zuodong emphasized that delivery couriers, as a key population, should undergo regular random nucleic acid testing in accordance with local epidemic prevention and control measures. In particular, personnel involved in handling imported cold-chain products must undergo full‑scale nucleic acid testing on a regular basis. In areas where outbreaks occur, delivery couriers should be given priority for nucleic acid testing and epidemiological screening. During the collection and delivery of parcels, they must wear masks at all times, maintain appropriate physical distance from both senders and recipients whenever possible, and avoid direct physical contact. They should also make full use of contactless facilities, such as smart parcel lockers, to facilitate delivery.
Bian Zuodong also noted that, since the outbreak of the pandemic last year, the postal and express delivery sector has not only maintained rigorous epidemic prevention and control measures within its own operations but has also actively supported the broader national effort, playing a vital role in the delivery and transportation of emergency supplies and essential daily necessities. Recently, we have been closely monitoring outbreaks in Nanjing and other localities and have once again mobilized and reorganized the industry’s epidemic‑prevention efforts.
First, with respect to imported mail and express parcels—particularly those related to cold-chain food products—it is necessary to coordinate with customs, disease prevention, and other relevant authorities to carry out inspection and quarantine, sample collection, and disinfection procedures.
Second, handling facilities for international mail and express shipments must strictly delineate internal operational zones and implement closed-loop management.
Third, frontline workers who directly handle international personnel or international mail and express shipments must be registered and filed, fully vaccinated, undergo regular nucleic acid testing, and avoid cross‑operations with personnel engaged in domestic mail and express handling, thereby achieving closed-loop management.
Fourth, vehicles transporting imported mail and express parcels, as well as containers and other equipment used to carry such items, must also undergo thorough disinfection.
