Ministry of Transport: Expanding the scope of services, issuing electronic licenses and permits free of charge… The revised Guidelines for “One-Stop Online Service” in Road Transport have been issued.

To deepen the “delegation, regulation, and service” reform and promote cross-provincial one-stop government services, the Ministry of Transport recently revised and issued the “Work Guide for Handling Business in the Internet-Based Road Transport Convenience Service System” (hereinafter referred to as the “Work Guide”), along with the accompanying “Technical Requirements for the Construction and Application of the Internet-Based Road Transport Convenience Service System.” Further enhance the level of online, convenient services for road transport practitioners and operators.
The “Work Guidelines” comprise seven chapters: General Provisions, User Management, Road Transport Professional Qualification Services, Road Transport Permit Services for Freight Vehicles, Motor Vehicle Repair and Maintenance Operations, Application Procedures for International Road Transport Travel Permits, and Supplementary Provisions. This revision primarily involves modifications, adjustments, and refinements to the specific scope of services and the articulation of their content.
First, the scope of “end-to-end online processing” for high-frequency services related to road transport drivers has been expanded, with the addition of online application and processing capabilities for matters such as the reissuance, renewal, amendment, and cancellation of road passenger transport driver qualification certificates. Building on this, to facilitate online transactions for individuals holding multiple types of professional qualifications, online application and processing have also been introduced for the reissuance, renewal, amendment, and cancellation of qualification certificates for hazardous goods transport loading/unloading managers and escorts.
Second, in conjunction with the reform of the qualification examination system for general‑cargo drivers, the online application service for obtaining a general‑cargo driver’s professional qualification has been adjusted and refined to better meet the high volume of applications.
Third, the online application materials for the filing (or amendment) of motor vehicle repair and maintenance operations have been revised and improved.
Fourth, it is proposed that, for provinces where electronic certificates and licenses for road transport have already been rolled out, free issuance of electronic certificates and licenses to applicants shall be provided upon completion of the relevant procedures.
Fifth, in accordance with the Road Transport Regulations, provisions have been added stating that ordinary freight vehicles with a maximum permissible mass of 4.5 tonnes or less may engage in ordinary freight transport without being required to obtain a driver’s professional qualification certificate or a road transport permit.
Sixth, relevant content and technical parameters in the “Technical Requirements for the Construction and Application of the Internet-Based Road Transport Public Service System” have been revised and adjusted.
It is reported that since the official launch of the Internet-based Road Transport Public Service Platform, it has been providing “one-stop online” services for nationwide annual integrity assessments of road transport drivers, as well as for the reissuance, renewal, modification, and cancellation of road freight driver qualification certificates; the reissuance, renewal, and cancellation of road transport permits for freight vehicles; and online annual inspections for ordinary freight vehicles. As of now, the system has processed approximately 616,000 cases, with an overall satisfaction rate of 99.6%.
