On June 27, at a press conference held by the State Council Information Office on progress in ensuring smooth and unimpeded logistics operations, Vice Minister of Transport Zhao Chongjiu provided an overview of recent efforts to maintain logistical connectivity. He stated that, in line with the CPC Central Committee’s guiding principles of “containing the epidemic, stabilizing the economy, and ensuring secure development,” the Ministry of Transport has fully leveraged the role of the Office of the State Council Leading Group for Ensuring Smooth and Unimpeded Logistics, adopted a nationwide coordinated approach, strengthened inter‑departmental collaboration and coordination between the central government and provincial authorities, and made every effort to ensure the seamless flow of goods and services.

First, we will continue to strengthen oversight and enforcement, focusing on addressing issues such as escalating measures at each level and one-size-fits-all approaches. The Leading Group Office will keep refining the mechanism for immediate receipt, prompt referral, and swift handling, while steadfastly… Round-the-clock on-duty arrangements are in place to promptly coordinate and resolve bottlenecks in logistics. To date, leading groups at all levels have collectively addressed over 125,000 issues reported by truck drivers via telephone and ensured the transportation of more than 78,000 critical supplies. In response to problems identified during a special inspection by the State Council, second-level supervision letters were issued to nine provinces, public warning notices were released, and undercover inspections were conducted to urge and guide local authorities in strictly implementing measures that prohibit turning back trucks without inspection, eliminate waiting for testing, refrain from repeat nucleic acid tests, and avoid imposing additional restrictions.
Second, we will continue to strengthen coordination and scheduling, gradually resuming work and reaching full production capacity in key regions and at major transportation hubs. These efforts focused on guiding local authorities to provide comprehensive support for production and transportation during the “Sanxia” period, ensuring free and expedited passage for combine harvester transport vehicles operating across regions. Rapid coordination was also undertaken to restore damaged roads following the Lushan and Maerkang earthquakes and the southern floods, while ongoing measures have been implemented to enhance the operational efficiency of key hubs and advance the full resumption of work and production.
Third, we have continued to ensure supply stability, with the capacity of industrial and supply chain services steadily improving. We have kept a close watch on safeguarding supply and stabilizing chains, focusing on key industrial and supply chains. The full resumption of work and production by “whitelist” enterprises, foreign trade companies, and their upstream and downstream affiliates is being supported through proactive services and targeted coordination—implementing tailored policies for each industrial chain and each enterprise—to address the practical challenges they face in operations. This comprehensive approach ensures robust logistical support for businesses to resume work and reach full capacity, thereby safeguarding the stability of industrial and supply chains.
Fourth, we have continued to ensure effective implementation, accelerating the rollout and tangible results of policies aimed at alleviating difficulties. The Ministry of Transport, in coordination with the finance, taxation, and financial sectors, has actively promoted measures such as tax reductions, tax refunds, and fee cuts, More than 40 high‑impact policies to support and relieve businesses in the transportation sector—such as a RMB 100 billion special-purpose loan for transport and logistics, mortgage and loan repayment deferrals, and deferred social security contributions—have been implemented and are yielding tangible results. Local authorities have been guided to fully leverage these measures, enhancing policy precision so that logistics enterprises and individual truck drivers can genuinely benefit from the policy dividends. Efforts are ongoing to expand the coverage of free nucleic acid and antigen testing sites for truck drivers and to strengthen basic living support during their journeys, thereby substantially boosting truck drivers’ sense of gain.
Fifth, we will continue to strengthen evaluation and institutionalize efforts to ensure the smooth flow of logistics. We will promptly summarize and assess the practices and lessons learned in coordinating epidemic prevention and control with measures to keep logistics channels open and unimpeded. Focusing on addressing shortcomings and reinforcing weak areas, we will refine the emergency command-and‑dispatch system, establish a logistics‑operation monitoring mechanism, bolster emergency transport capacities, and advance the long-term, institutionalized, and standardized management of logistics continuity. This will provide both practical experience and institutional support for effectively maintaining logistics connectivity during emergencies.
Zhao Chongjiu stated that, thanks to the concerted efforts of all regions and departments, progress has been made in ensuring the smooth flow of logistics.
The national transportation network remains generally unimpeded: highways and port waterways across the country remain open, with no temporary closures of highway toll stations or service areas, and have consistently remained operational. It is projected that in the first half of this year, nationwide freight volumes across rail, waterway, and postal‑express sectors will surpass levels recorded during the same period in 2019: rail is expected to reach 120% of 2019 levels, waterways 115%, and postal operations approximately 185%, all maintaining growth with substantial increases compared to 2019. Road and civil aviation freight are forecast to reach 93% and 89% of 2019 levels, respectively—these figures pertain primarily to freight metrics.
Key transportation hubs are accelerating the resumption of work and reaching full production capacity: Since June, Shanghai Port has averaged 125,800 TEUs per day, recovering to more than 95% of the level recorded during the same period last year, with peak daily throughput exceeding 140,000 TEUs. Pudong Airport and Baiyun Airport have largely returned to normal operating levels, with Pudong Airport’s individual daily cargo volume surpassing 10,000 tons.
Zhao Chongjiu stated that, in the next phase, the Ministry of Transport will continue to strengthen coordination and guidance in key regions and ensure the effective implementation of the State Council’s Joint Prevention and Control Mechanism. The “Nine Prohibitions” mandate is being implemented to fully resume work and production in the freight and logistics sectors, ensure robust monitoring and support for industrial and supply chains, effectively roll out policies aimed at alleviating difficulties and providing relief, and establish long-term mechanisms to maintain unimpeded flow of goods and services. These measures are designed to provide strong and reliable logistical support for the full resumption of work and production and for stabilizing the overall economy.
