According to the Yantai Municipal Transportation Bureau, a video conference on the management of over‑limit and overloaded vehicle transportation was held on the afternoon of November 30. Twenty departments, including public security, housing and urban–rural development, and emergency management, attended the meeting, with sub‑venues set up in each district and city.
Since the beginning of this year, Yantai’s transportation, public security, and other relevant departments, in light of the operational patterns of over‑dimensional and overloaded trucks, have adopted a combined approach of fixed‑point inspections and mobile patrols. Focusing on key periods such as the early morning and nighttime, they have intensified enforcement efforts, deploying more than 8,000 enforcement personnel, inspecting over 20,000 freight vehicles, identifying and handling 1,297 over‑dimensional and overloaded trucks, and ordering the unloading of 49,000 tons of excess cargo. At the same time, they have rigorously enforced the “one violation, four penalties” policy, suspending operations for rectification 184 freight enterprises found to be in violation, and adding them to Shandong Province’s Transportation Safety Production Credit System’s “Key Monitoring List,” subjecting them to Level D safety‑credit disciplinary measures.
Going forward, all departments in Yantai City will, in accordance with the relevant provisions of the Regulations of Shandong Province on the Governance of Over‑Dimension and Overload Vehicles, adhere to the principle that “regulating an industry means regulating its source,” and conduct lawful inspections and oversight of entities responsible for loading and cargo allocation at the source, thereby preventing over‑dimension and over‑load vehicles from illegally taking to the roads. The city will further refine its joint law‑enforcement mechanism, leveraging information‑based supervision, inter‑district coordination, and inter‑departmental collaboration to mobilize enforcement resources across the municipality and launch concentrated crackdowns on violations such as over‑dimension and over‑load offenses and the illegal transport of oversized or heavy items. Efforts to combat over‑loading through technological means will be stepped up: the city plans to establish 62 technical monitoring stations for detecting over‑dimension and over‑load violations, of which 17 have been completed and 9 are under construction; meanwhile, the municipal information‑based platform for over‑load control has entered its trial‑operation phase. By integrating source‑level, road‑side, and technology‑driven measures, the city will create a unified, citywide network to rigorously curb illegal and non‑compliant practices related to over‑dimension and over‑load, thus providing robust support for the city’s high‑quality economic and social development.
