Accordingly, accelerating the development of a modern logistics and supply-chain system will lay a robust domestic and international logistics infrastructure foundation for unleashing the full potential of China’s market.
China An opening-up that offers “greater market opportunities” and one that achieves “better alignment of rules” will surely unleash the immense potential of China. 14 By harnessing the consumer‑market dividend of a population of hundreds of millions, China is steering global economic development. Accordingly, accelerating the development of a modern logistics and supply-chain system will lay a robust domestic and international logistics infrastructure to unlock the full potential of China’s market dividend.
Recently, Premier Li Qiang of the State Council attended the Sixth China International Import Expo in Shanghai (hereinafter referred to as…). At the opening ceremony of the China International Import Expo, he emphasized that this year marks the 40th anniversary of China’s reform and opening-up. 45 On this anniversary, China will continue to advance opening-up that delivers “greater market opportunities,” actively expand imports, implement both the national and free trade zone–level negative lists for cross‑border trade in services, and keep generating substantial market dividends for the world. It will also press ahead with opening-up that features “better alignment of rules,” establishing more high‑level open platforms such as free trade pilot zones and the Hainan Free Trade Port, proactively pursuing accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, further easing market access, and safeguarding the rights and interests of foreign investors in accordance with the law.

By forging a new development paradigm centered on the domestic circulation, with domestic and international circulations reinforcing each other, China is poised to unlock these market benefits in the most effective way. This approach will not only drive China’s own economic transformation, upgrading, and high‑quality growth—fostering a modern industrial system characterized by coordinated linkages across industrial, supply, and value chains—but will also create substantial new opportunities for international cooperation and open up significant prospects for the global economy.
Releasing market dividends and fostering a modern industrial system characterized by coordinated development across industrial chains, supply chains, and value chains has become the fundamental direction. Consequently, linking production and consumption through industrial and supply chains, as well as building and innovating logistics supply chains that support such coordination, have emerged as key issues of model innovation that must be addressed at the level of economic circulation system design—while also presenting significant opportunities for the innovative development of logistics supply chains. To this end, it is necessary to earnestly implement the state’s… Building on the “14th Five-Year Plan for Modern Logistics Development,” we will accelerate the development of a modern logistics supply chain system, laying a solid foundation of domestic and international logistics service networks to unlock the dividends of the Chinese market.
First, accelerate the digital transformation of logistics. Leverage modern information technologies to digitize and online‑enable logistics assets and processes, develop diversified application scenarios that seamlessly integrate domestic and international operations, and enable coordinated online–offline connectivity of logistics resources. We must expedite the development of a market for logistics data as an essential factor of production, balance data‑exchange needs with security requirements, refine market‑based trading rules, and foster the secure and efficient circulation of logistics data. At the same time, we should actively engage in global digital governance in the logistics sector to support the growth of international trade and cross‑border e‑commerce.
Second, we will advance the intelligent transformation of logistics by deeply deploying fifth-generation mobile communications ( 5G ), including technologies such as the BeiDou Navigation Satellite System, mobile internet, big data, and artificial intelligence, we will promote the transformation and upgrading of logistics infrastructure in a categorized manner, accelerate the development of IoT‑related facilities, and foster new types of logistics infrastructure, such as smart logistics hubs, smart logistics parks, smart warehousing and logistics bases, smart ports, and digital warehouses. We will encourage innovation in smart logistics technologies and business models, facilitate the commercialization of innovative outcomes, expand the range of commercial applications for smart logistics, and advance the deployment of automated, unmanned, and intelligent logistics equipment, as well as smart management technologies like automatic sensing, automated control, and intelligent decision‑making. Furthermore, we will expedite the construction of high‑end standardized warehouses and smart multi‑level storage facilities.

Third, we will promote the network‑based upgrading of the logistics sector. By leveraging major logistics infrastructure, we will establish a central hub for logistics information and build “corridors”… + Hub + Building a modern logistics operating system under the “Internet Plus” framework. Promoting large logistics enterprises to offer diversified, digital services to small, medium, and micro‑enterprises, while steadily developing new business models such as online freight platforms, shared logistics, unmanned delivery, and smart shipping.
