Driven by the application of modern information technologies and innovations in business models, the trend toward smart transportation is becoming increasingly pronounced. Smart transportation has thus emerged as a critical tool for countries with robust technological capabilities and favorable conditions to seize the initiative in the current wave of scientific and technological revolution and industrial transformation.

Driven by the application of modern information technologies and innovations in business models, the trend toward smart transportation has become increasingly pronounced. Smart transportation has thus emerged as a key instrument for nations with robust technological capabilities and favorable conditions to seize the initiative in the current wave of scientific and technological revolution and industrial transformation.

In recent years, China has accelerated the development of new technologies such as the Internet, big data, cloud computing, blockchain, and artificial intelligence. Coupled with a vast market and diverse application scenarios, these advancements have created favorable opportunities for the growth of smart transportation. The traditional transport sector is undergoing a clear shift toward intelligentization, the industrialization of smart‑transport technologies is gaining momentum, and new business forms and models are expanding rapidly. As a result, the smart‑transport market continues to grow, driving the digitalization and networking of transport infrastructure and vehicles, as well as the intelligent and automated management and operation of transport systems. This has significantly enhanced transport efficiency and service quality, reduced overall operating costs, and emerged as a key force in facilitating the transition from old to new growth drivers in economic and social development.

At the same time, it must be recognized that China’s smart transportation is still in its infancy. Compared with the requirements for high-quality development of the transport sector and the building of a transportation powerhouse, there remain significant gaps that need to be addressed and certain lagging issues that require urgent resolution. For example, the level of intelligence, digitalization, and connectivity across transport infrastructure and equipment remains generally low; automation in ports, railways, airports, and other settings is still limited. In the human–vehicle–road environment, traffic‑information‑collection devices are functionally fragmented and lack a comprehensive sensing framework. The development of smart‑transport command and decision‑making platforms lags behind, resulting in insufficient support for refined decision‑making in areas such as transport planning, operational management, congestion mitigation, and traffic control, as well as inadequate cross‑functional coordination. Moreover, there is a lack of a unified national-level strategic guideline for smart transportation, and the application of new technologies faces policy constraints at various levels, while relevant laws, regulations, and policies still require further reform.

Grounded in the new stage of development, we must accurately seize the historic opportunities presented by the new round of scientific and technological revolution and industrial transformation, scientifically assess the underlying principles and trends shaping the evolution of smart transportation, and precisely address existing shortcomings while strengthening weak areas. By leveraging digitalization and intelligence, we will drive the modernization of the transport sector and underpin the building of a strong transportation nation. At this stage, priority should be given to accelerating the “three integrations” and focusing on achieving the “three fundamental objectives.”

Promote the integration of “transportation + Internet,” and essentially achieve one-stop passenger services and a single‑document system for freight. Accelerate the development of an integrated transport information and communication network, enhance interconnectivity among transport infrastructure, vehicles, and information platforms, and foster the open sharing of diverse transport data, gradually addressing information asymmetry and dismantling sectoral and regional fragmentation. In line with the goal of establishing a unified national market, efficiently allocate all types of transport resources, ensure that the public can promptly access real-time traffic information via mobile internet devices, improve the overall travel experience, and essentially realize end-to-end one-stop passenger services, seamless card‑based access within key urban agglomerations, coordinated network‑wide control of key commercial vehicles (and vessels), and end-to-end single‑document logistics across the nation’s major freight corridors.

Promote the integration of “transportation + big data,” and essentially achieve “data-as-a-service” and “mobility-as-a-service.” Enhance the comprehensive, all‑time‑and‑all‑space data collection system for transportation, expand sensor network coverage to key road segments, air routes, and critical infrastructure such as tunnels, bridges, ship locks, and transport hubs, and accelerate the development of national and sector‑specific data sharing and exchange platforms as well as government open‑data portals. Leveraging the Comprehensive Transportation Big Data Center, build a “transportation decision‑making brain” to foster high‑level integration, sharing, and integrated utilization of transportation information resources, and create a closed-loop system of end‑to‑end, both comprehensive and personalized mobility services.

Promote the integration of “transportation + artificial intelligence,” fundamentally shifting traffic governance from “passive adaptation” to “proactive response.” Advance the comprehensive application of AI technologies across the transportation sector, building end-to-end traffic operation and management systems that integrate multiple networks and enable human–machine interaction. Strengthen the intelligent decision-support framework for transportation, elevating the level of intelligence in areas such as traffic dispatch and command, transport organization, and safety and emergency response. Leveraging AI-driven solutions, enhance automated detection of traffic congestion, accident anomalies, and other irregularities, achieving real-time, dynamic alignment between traffic management measures and current operational conditions, as well as efficient, precise matching of standardized public transport capacity with personalized demand. Elevate the intelligence and automation levels of transportation infrastructure and vehicles, vigorously developing unmanned delivery, smart warehousing, and intelligent parcel lockers, thereby effectively addressing challenges in the “last mile” of urban–rural logistics—namely, difficulties in access, parking, and loading/unloading.
