2023 The Government Work Report for this year explicitly states that we must accelerate the development of a modern industrial system; focus on key industrial chains in manufacturing, pooling high-quality resources to jointly tackle critical core technologies; strengthen domestic exploration and development of vital energy and mineral resources, while increasing reserves and boosting production; expedite the digital transformation of traditional enterprises and small and medium-sized businesses, with a strong emphasis on upgrading to higher-end, smarter, and greener operations; speed up research and development as well as the application and dissemination of cutting-edge technologies; improve the modern logistics system; vigorously develop the digital economy, enhance the level of routine regulatory oversight, and support the growth of the platform economy.
In accordance with the requirements set forth at the 20th National Congress of the Communist Party of China, it is clearly stated that we must take promoting high-quality development as the central theme, organically integrate the strategy of expanding domestic demand with the deepening of supply-side structural reform, strengthen the endogenous momentum and reliability of the domestic circulation, enhance the quality and level of international circulation, accelerate the building of a modernized economic system, focus on raising total factor productivity, bolster the resilience and security of industrial and supply chains, advance urban–rural integration and coordinated regional development, and ensure that the economy achieves both qualitative improvement and reasonable quantitative growth.

《 The “14th Five-Year Plan for Modern Logistics Development” has charted a clear course for advancing China’s modern logistics system, focusing on the operational and developmental framework of modern logistics as well as the entire logistics industry chain, thereby empowering the construction of this system. It calls for accelerating the integration and development of logistics hub resources, building major international and domestic logistics corridors, improving the modern logistics service network, extending the value chain of logistics services, strengthening the role of modern logistics in safeguarding social welfare and people’s livelihoods, and enhancing its capacity for safety and emergency response. At the same time, it is essential to expedite the cultivation of new drivers for the transformation and upgrading of modern logistics, promoting higher quality, greater efficiency, and cost reduction. This requires tapping deeply into the potential of key sectors within modern logistics; accelerating the networking of international logistics, advancing the development of international corridor networks, addressing shortcomings in international air logistics, and fostering competitive advantages in international shipping; bridging gaps in rural logistics by refining rural logistics node networks and boosting service effectiveness; upgrading commercial logistics through improved urban–rural logistics infrastructure, thereby elevating both the quality and efficiency of such services; raising the standard of cold-chain logistics by expanding its facilities and enhancing its quality and efficiency; steadily advancing railway logistics; improving the quality and efficiency of specialized logistics; elevating the level of emergency logistics; and reinforcing the supporting framework for modern logistics development—by nurturing dynamic market players, regulating market order, strengthening foundational standards and institutional frameworks, bolstering the logistics credit system, enhancing logistics safety mechanisms, and intensifying innovation-driven technological support while building a skilled professional workforce.

To complete with high quality 2023 To achieve the year’s development objectives, it is imperative to accelerate the modern logistics system’s role in empowering the modern industrial framework, fostering deep integration between logistics and manufacturing, and forging a complete, tightly coordinated supply chain that drives industrial transformation, upgrading, and the reshaping of the broader development ecosystem. We must promote collaborative development among enterprises, advance integrated infrastructure networks, and support eco‑inclusive, synergistic growth, thereby achieving profound convergence between manufacturing and logistics and fundamentally transforming both industrial organizational models and enterprise production practices. Furthermore, we need to strengthen the application of digital technologies in logistics, enhancing its capacity to underpin the construction of a modern industrial system, improving the efficiency and coordination of industrial and supply chains, and advancing green logistics—deeply promoting energy conservation, emissions reduction, and carbon‑cutting across all tiers of the industrial value chain. In line with the evolving demands of modern industrial‑chain restructuring, we must meticulously design supply‑chain strategies, building resilient, secure supply‑chain systems that keep China’s industrial and supply‑chain security firmly in our own hands, enabling us to participate at a higher level, with greater quality, and in a more systematic manner in international division of labor, cooperation, and competition within global industrial and supply chains. Finally, we should cultivate and develop the logistics economy, bolster hub‑based logistics economies, foster corridor‑oriented logistics economies, and nurture new forms of logistics‑driven economic activity.
