The Green Transportation Standards System Has Been Released! A Comprehensive Plan for the Standardization of Green and Low-Carbon Development in the Transport Sector

Recently, the Ministry of Transport issued the “Green Transportation Standards System (2022)” (hereinafter referred to as the “Standards System”), with the aim of leveraging standards development to address gaps, strengthen weak areas, and drive improvements in key green transportation sectors; refine the standards system’s architecture; clarify the tasks for developing and revising standards under the new circumstances; and provide robust support for accelerating the building of a strong transportation nation.
Recently, the Ministry of Transport issued the “Green Transportation Standards System (2022)” (hereinafter referred to as the “Standards System”), with the aim of leveraging standards‑based development to address gaps, strengthen weak areas, and drive improvements in key green transportation sectors; refine the standards system’s architecture; clarify the tasks for developing and revising standards under the new circumstances; and provide robust support for accelerating the building of a strong transportation nation.
The “Standard System” comprises sections such as general requirements, the standard system architecture, a detailed standard system table, and a standard system statistical table. Aligned with the content of the “14th Five-Year Plan for Green Transportation,” it covers both integrated transport and the road and waterway sectors, comprehensively addressing energy conservation and carbon reduction, pollution prevention and control, ecological environment protection and restoration, and the efficient and intensive use of resources. It strengthens the coordination and complementarity among standards, promotes decarbonization, pollution reduction, green expansion, and sustainable development in the transportation sector, and accelerates the provision of key standards to support the goals of peaking carbon emissions and achieving carbon neutrality, while deepening efforts to win the battle against pollution.
The “Standard System” comprises 242 standards, of which 195 have been published (including 45 pending revision) and 47 remain to be developed. It encompasses both national standards and transportation‑industry standards, organized into five sections: foundational and general standards, energy conservation and carbon reduction, pollution prevention and control, ecological environment protection and restoration, and resource conservation and efficient utilization. In addition, the “Standard System” identifies 43 national and ecological‑environmental industry standards related to energy conservation, carbon reduction, pollutant emissions, and ecological environment protection in the transportation sector, thereby promoting the coordinated implementation of green standards.
The “Standard System” proposes that by 2025, a green transportation standard system will be essentially established—comprehensive in coverage, rationally structured, well‑aligned and interoperable, and advanced and applicable. In the areas of integrated transport, as well as road and waterway sectors, the quality of standards related to energy conservation and carbon reduction, pollution prevention and control, ecological environment protection and restoration, and the efficient and intensive use of resources will continue to improve. By 2030, the green transportation standard system will be further deepened and refined, with an adequate supply of green transportation standards and timely, dynamic updates, thereby more effectively advancing the green and low‑carbon development of the transport sector and strengthening the construction of an ecological civilization governance framework.
