Recently, in order to implement the decisions and arrangements of the CPC Central Committee and the State Council, promote high-quality development of national logistics hub construction during the 14th Five-Year Plan period, and foster a backbone logistics infrastructure network and a multi-modal transport system centered on national logistics hubs—thereby supporting the establishment of a new development pattern featuring domestic circulation as the mainstay and mutual reinforcement between domestic and international circulations—the National Development and Reform Commission has issued the “Implementation Plan for Building the National Logistics Hub Network (2021–2025).”

The National Development and Reform Commission has issued the “Implementation Plan for Building the National Logistics Hub Network (…”. 2021-2025 Year)》 (NDRC Economic and Trade [ 2021 ﹞ 956 Number, abbreviated as “the Plan”).
The Plan states that, During the 14th Five-Year Plan period, the focus will be on building “corridors.” + Hub + A “networked” modern logistics operating system. On the one hand, by promoting the high-quality development of existing national logistics hubs, we will integrate and optimize existing logistics infrastructure, strengthen multimodal transport coordination capabilities, foster interconnectivity among national logistics hubs to form a cohesive network, and advance a “hub-and-spoke” logistics service system anchored by these hubs. We will also cultivate hub‑based and corridor‑based economies, creating economic and industrial development corridors. On the other hand, with a focus on accelerating the完善ment of the national logistics hub network, we will steadily move forward in accordance with the principle of “launching each hub as it matures.” 120 Develop and deploy a network of national logistics hubs across approximately [number] countries; support the joint construction, shared use, and integrated connectivity of national logistics hubs within urban agglomerations, and strengthen the seamless integration and coordinated synergy between metropolitan-area logistics networks and the national logistics hub system.
The Plan requires that the development and reform commissions of all provinces, autonomous regions, municipalities directly under the central government, separately listed cities, and the Xinjiang Production and Construction Corps, in coordination with relevant departments, guide the people’s governments of cities designated as national logistics hub carriers to, in accordance with the requirements of the “National Logistics Hub Layout and Construction Plan,” intensify efforts to foster national logistics hubs, scientifically formulate construction plans for these hubs, and promptly select, on a merit‑based basis, those hubs that meet relatively mature conditions to participate in the application process (annually…). 5 month 31 Recently submitted to the National Development and Reform Commission, among which 2021 The annual filing deadline is 8 month 20 day). The Plan specifies that the National Development and Reform Commission, in coordination with relevant authorities, will strengthen dynamic monitoring and evaluation of the construction and operational status of national logistics hubs already included in the annual development list. It will also work to improve the coordination mechanism for hub cultivation and development, and promote the integrated advancement of hub planning and infrastructure deployment. At the same time, based on actual conditions, it will timely adjust and optimize the spatial layout of cities hosting national logistics hubs, focusing on addressing capacity gaps in inland regions, refining the hub network in coastal areas, and fostering a more balanced regional distribution of the national logistics hub network.
