As a service industry and an essential link connecting production and consumption, logistics… In 2023, in addition to sustaining the resilience needed to overcome challenges and obstacles, we must fully leverage the flexibility of our supply chain services to support and lead economic recovery, thereby driving even greater progress in economic development.
On January 17, 2023, the National Bureau of Statistics released preliminary estimates of key economic indicators for 2022. China’s GDP reached 121 trillion yuan, up 3% year on year at constant prices. This 3% growth is particularly valuable and should not be underestimated, as it not only marks a new milestone in China’s economic size—surpassing the 120-trillion-yuan threshold—but also underscores the steady and resilient development of the Chinese economy, as emphasized by General Secretary Xi Jinping in his 2023 New Year message: China continues to hold its position as the world’s second-largest economy.
Meanwhile, General Secretary Xi Jinping also pointed out that China’s free trade pilot zones and the Hainan Free Trade Port are flourishing; coastal regions are vigorously pursuing innovation; the central and western regions are accelerating development; the revitalization of the Northeast is gathering momentum; and border areas are boosting both border security and local prosperity. The Chinese economy remains resilient, with substantial potential and robust vitality, and its fundamental outlook for long-term growth remains unchanged. Through concrete data, China has once again demonstrated that its economic engine continues to run strongly and that its people are both hardworking and admirable. It is particularly noteworthy that these achievements were attained under exceptionally severe and complex pandemic conditions—truly a remarkable feat.

Logistics is in In 2022, it played a vital role in ensuring unimpeded flow and stability. Even when vehicle traffic was severely disrupted across multiple time periods and regions, thanks to innovative traffic‑management measures and adjustments to transshipment models, essential supplies for people’s livelihoods, production needs, and industry expectations were still met. The logistics sector demonstrated remarkable resilience, earning well-deserved recognition—let us give a big “thumbs up” to all those working in logistics, and extend the same appreciation to workers nationwide!
Enter In 2023, the fundamental conditions underpinning China’s economic performance underwent a profound transformation, making economic recovery the overarching goal driving all sectors. As a key pillar of the service sector and a vital link between production and consumption, logistics must not only sustain its resilience in overcoming challenges but also fully leverage the flexibility of its supply-chain services to support and lead the economic recovery, thereby contributing to stronger economic outcomes.
First, logistics must have flexible service capabilities. We must proactively integrate into and support the establishment of the new development paradigm, taking on the responsibility of fostering synergy across industrial and supply chains and ensuring efficient alignment between production and consumption. In the course of developing a domestic major circulation and a dual circulation—domestic and international—we should orient ourselves toward service innovation and networked, high‑efficiency operations to accelerate the restoration of our service capabilities. —This encompasses both domestic trunk‑line capacity spanning multiple regions and last‑mile delivery capabilities that connect to these trunk lines. Accordingly, enhancing the logistics sector’s ability to flexibly respond to the evolving demands of economic recovery is of paramount importance. To this end, it is essential for the logistics industry to proactively address potential bottlenecks in capacity restoration and mitigate the risks associated with capacity‑building lags, thereby ensuring that its high degree of elasticity can effectively meet the demand‑driven requirements of economic recovery and lay a solid foundation for robust logistics service capacity in 2023.

Secondly, logistics must possess operational flexibility. In response to the new requirements for efficient international logistics services driven by the accelerated innovation and development of business models across the free trade pilot zones and the Hainan Free Trade Port, coastal regions must speed up innovation to meet the demands for high‑efficiency logistics and broader regional outreach; central and western regions need to expand their industrial development space, thereby strengthening the radiating capacity of robust interregional logistics corridors; the revitalization of Northeast China calls for enhanced strategic logistics support to underpin both domestic and international economic linkages; and border areas, in pursuit of prosperity and development, require cutting‑edge capabilities to facilitate both domestic and international circulation. Accordingly, we must accelerate the planning and construction of key hub facilities—such as national logistics hubs and national backbone cold‑chain logistics bases—to bolster network‑building capacity and the resilience of networked operations, thus laying a solid logistical foundation for high‑quality, large‑scale economic circulation.
Finally, logistics must possess the resilience to drive innovation and adaptability. 《 The release of the “14th Five-Year Plan for Modern Logistics Development” has charted a clear course for the logistics sector to advance toward modernization and better support China’s distinctive path to modernization. As China’s logistics industry moves forward in 2023, it must press on with renewed vigor, upholding the courage and spirit of dedication demonstrated during the fight against the pandemic. It should fully implement the plan’s key directives—precisely focusing on priority areas for modern logistics development, accelerating the cultivation of new drivers for transformation and upgrading, deeply unlocking the potential of critical sectors, and strengthening the supporting systems underpinning logistics growth—while demonstrating greater resilience in its own innovation and development. In doing so, it will provide robust internal momentum to bolster the logistical capacity and functional flexibility needed for economic recovery.
